What Is an e-OCI Card in Canada and Why Does It Matter?

An e-OCI stands for electronic card and digital confirmation of your Overseas Citizenship of India status, linked to your Canadian passport.

The old system gave you a physical OCI booklet, which was sometimes difficult to carry. Now, your status is electronically verified.

For example: A person Rahul who is an OCI cardholder living in Toronto who plans to visit family in India can download their e-OCI card from the official OCI Services Portal and keep a digital copy readily accessible.

This makes it easier to access their OCI details when needed, rather than relying only on a physical booklet.

What you get with an OCI:

    • A multiple-entry, lifelong visa for India
    • No need to register with the police or FRRO for the length of your stay
    • Parity with NRIs in most financial, economic and educational matters
    • The ability to use OCI as ID when you open a bank account or apply for a PAN or driving licence while living in India

What it doesn’t give you: the right to vote, hold a government job, or buy agricultural land, farmhouses or plantation property. An OCI is not Indian citizenship.

Who Can Apply for e-OCI from Canada? (Eligibility)

You are eligible to apply for an e-OCI (Overseas Citizen of India) from Canada if you fall into one of these main categories:

    1. Former Indian citizens who became Canadian citizens.
    2. Children and grandchildren of Indian citizens or former Indian citizens, if they were eligible to become Indian citizens on 26 January 1950 or are descended from someone who was.
    3. Minor children of an eligible parent.
    4. Foreign spouses of an Indian citizen or OCI cardholder, if the marriage has been registered for at least 2 years when you apply.

    Who can’t get an OCI:

    • Anyone who has ever been a citizen of Pakistan or Bangladesh, or whose parents, grandparents or great-grandparents were.
    • Anyone who has served in a foreign military or police force, whether serving or retired. Their spouse and children can still apply on their own eligibility.

One thing people often get wrong: it isn’t just about having Indian roots. The Pakistan/Bangladesh rule looks back several generations, so if you aren’t sure about your family history, check it before paying the fee, because the fee is non-refundable.

Documents Required for e-OCI Application in Canada

There are 4 types of categories and the document list depends on which category You are apply for so here are the list of documents of 4 categories:

    A. For Adults Who Were Previously Indian Citizens

    • Printout of the completed online application form, signed
    • Copy of your valid Canadian passport (check the validity, since an Indian visa or OCI application needs a foreign passport valid for at least six months)
    • Surrender/Renunciation Certificate of Indian citizenship. If you took foreign citizenship before 1 June 2010, your last Indian passport with a cancellation stamp can work instead
    • Copy of your cancelled or surrendered last Indian passport (front and back pages)
    • Canadian citizenship certificate, showing the date you became a citizen
    • Confirmation of Permanent Residence (COPR)
    • Registered marriage certificate and your spouse’s passport copy, if married
    • Professional details, such as an employment letter or a letter of incorporation
    • Proof of Canadian address: driving licence, provincial photo ID, or a utility bill/lease agreement. Phone bills and bank statements are not accepted.
    • Mandatory declaration form
    • One colour photo, 2 x 2 inches (51 x 51 mm), plain white background, eyes open, dark clothing

    B. For Adults Whose Parents Were Indian Citizens (Born in Canada)

    • Your birth certificate showing both parents’ names
    • Your parents’ current passports, plus their last Indian passports and surrender certificates or OCI/PIO cards
    • Parents’ COPR and your professional details
    • Marriage certificate and spouse’s passport (if you’re married)
    • Application printout, address proof, mandatory declaration and photo, as above

    C. For Minors

    • Child’s Canadian passport and birth certificate
    • Both parents’ passports, and their last Indian passports and surrender certificates (if they now hold foreign citizenship)
    • Parents’ registered marriage certificate
    • A No Objection Letter signed by both parents (if the parents are divorced or separated, add the court custody order)
    • COPR or OCI cards of the parents, and proof of both parents’ current Canadian status valid for at least 3 months. A visitor visa or visitor record doesn’t count
    • Address proof, mandatory declaration by the parents and the child’s photo

    D. For Foreign Spouses

    • Registered marriage certificate, at least 2 years old, apostilled or attested as the consulate requires
    • Copy of your spouse’s Indian passport or OCI card (plus their last Indian passport and surrender certificate if they’re now a foreign citizen)
    • Proof of your spouse’s Indian origin, such as their birth certificate and their parents’ or grandparents’ documents
    • Mandatory declaration by the Indian-origin spouse; for the OCI-holder spouse route, a declaration that the marriage is still subsisting
    • Your Canadian passport, address proof, professional details and photo

Important: All copies must be self-attested, and you must carry the originals to the BLS centre for verification. When you upload on the portal, scans should be clear PDFs where every name and date is readable. If the portal has no matching “document type”, you can upload under any available type, and you can combine several documents into one PDF.

How to Apply for e-OCI Card from Canada: Step-by-Step Process

Let’s take an example of Meera, a software developer in Mississauga who became a Canadian citizen in 2015 (a made-up example, but a very typical case). And start filling their Form.

Step 1: Fill in the online form.

Meera goes to ociservices.gov.in and fills in every field; none can be skipped. She picks the right Indian mission for where she lives (Ottawa, Toronto or Vancouver).

If you’re not sure which one covers you, BLS has a postal-code search on its website. One warning: once you submit the form, you can’t edit it by hand. If there’s a mistake, you have to fill in a brand-new form.

Step 2: Upload documents, photo and signature.

She scans her documents as clear PDFs and uploads them, along with her photo and signature. Keep the photo exactly to spec: 2 x 2 inches, white background, no shadows.

Step 3: Pay and book your BLS visit.

She prints the application, signs it, and books an appointment with BLS International (walk-in is also an option at some centres). Since 5 April 2026, you must go in person, because biometrics are now compulsory.

Everyone from age 12 to 70 has to be physically present; children under 12 and adults over 70 are exempt.

Step 4: Submit, give biometrics and pay the fee.

At the BLS counter, Meera hands over her signed printout and self-attested copies, shows the originals, gets fingerprinted and photographed, and pays by debit card or exact cash. She gets a receipt with a tracking number.

    Step 5: Track and download.

BLS tracking works for the first few days; after that, the application moves to the Indian mission, and you can follow it on the OCI portal. Once the mission approves it, she logs in to the portal, generates her e-OCI and downloads it. She saves it on her phone and prints a copy as backup.

E-OCI Fees and Processing Time in Canada

    Fee breakdown (CAD):

    • Consular fee: $371 + $5 ICWF charge = $376 for a new OCI
    • BLS processing fee: $1.70
    • Courier fee: extra, only if you want your documents sent back to you

Fees are non-refundable and non-transferable, and BLS accepts debit card or exact cash at the counter. Always confirm the latest amounts on the BLS Canada website before you go, as they can change.

Service Consular Fee (CAD) Typical Processing Time How to Submit
New e-OCI $376 6 to 8 weeks In person at BLS (biometrics)
Re-issue (new passport/changed details) $39 3 to 6 weeks (miscellaneous services) Online + BLS, as the service requires
Duplicate (lost/damaged card) $140 3 to 6 weeks (miscellaneous services) Online + BLS, as the service requires

About the timeline: 6 to 8 weeks is the minimum the missions quote for a fresh OCI, and it’s counted from when the mission acknowledges your file, not from the day you visit BLS. It also doesn’t include courier time. Where you live and where your old Indian passport was issued can add time, and some cases go through extra clearance. Only after the normal period has passed can you email the Indian mission for an update, so avoid booking flights to India until you’ve got your e-OCI in hand.

Common e-OCI Mistakes to Avoid (and Prevent Rejection or Delay)

    • Name Mismatch: Ensure your name matches your Canadian passport and provide name-change proof if required.
    • Incorrect Photo: Follow the official photo size, background, and quality requirements.
    • Missing Renunciation Proof: Include the required Indian passport surrender certificate or applicable exemption proof.
    • Invalid Address Proof: Submit an accepted document, such as a driving licence, utility bill, or lease agreement.
    • Poor-Quality Scans: Upload clear, complete, readable documents.
    • Form Errors: Review all details before submission; submit a new form if corrections are needed.
    • Wrong Jurisdiction: Select the correct Indian mission based on your Canadian address.
    • Missing Originals: Bring original documents if required by the checklist.
    • Eligibility Issues: Check OCI eligibility rules before applying to avoid rejection or delays.
